Norway Moves to Illegalize Internet Casino Gambling
The Norwegian parliament voted on and approved a proposal this past week that imitates the Unlawful
Internet Gambling
Enforcement Act adopted by the United States during 2006. The Norwegian law forbids financial transactions between residents of Norway and internet gaming operators. It is unlikely the online casino ban will take effect until the middle of 2009 at the earliest as regulatory drafting is still necessary.
Similar to conditions in the United States, Norway's baning institutions. Financial Services Association are questioning the feasibility of the enforcement working.
The amendment was first proposed back in 2007 and at that time it was reported that the reason for the proposal was not to protect Norwegian problem gamblers, but to protect the government-owned Norske Tipping which is a land-based agent for lottery, insta-games and sports.
A legal adviser to Norway's Ministry of Culture, stated to the media in October of 2007 that the reason for this new legistlation was the growing anti-gambling public opinion in Norway. "The anti gambling lobby has got the wind in its sails," Sims said. "It would be political suicide for any government minister to suggest legalizing gambling."
